Réseau d’expertise et de formation francophone pour les opérations de paix (REFFOP)

En réponse à l’appel lancé en 2004 par le Secrétaire général de l’Organisation des Nations unies (ONU) au Secrétaire général de la Francophonie, l’Organisation internationale de la Francophonie (OIF) s’est résolument engagée en faveur des opérations de paix. En partenariat étroit avec ses Etats membres et avec l’ONU, l’OIF a ainsi élaboré une stratégie opérationnelle visant à favoriser l’usage de la langue française dans les opérations de paix et à renforcer la participation des personnels militaires, policiers et civils francophones dans ces opérations. C’est dans le cadre de cette stratégie que s’inscrit la mise en place du Réseau d’expertise et de formation francophone pour les opérations de paix (REFFOP). Ce réseau constitue une initiative originale de la Direction de la paix, de la démocratie et des droits de l’Homme, qui vise à fédérer les acteurs francophones engagés dans le domaine de la formation et de l’expertise pour les opérations de paix, notamment : les Etats, les organisations internationales, les opérateurs et les 15 réseaux institutionnels de la Francophonie, les centres de formation au maintien de la paix et les experts individuels. Les objectifs du Réseau sont de :

• Produire une information en français sur l'offre de formation francophone aux opérations de paix.
• Favoriser la mobilisation de l’expertise civile francophone de haut niveau dans le cadre des opérations multidimensionnelles.
• Mettre les ressources de formation francophone aux opérations de paix en adéquation avec les standards onusiens.
• Promouvoir l’usage du français par les contingents militaires et policiers non francophones appelés à prendre part à des opérations de paix au sein d’un Etat ayant en usage la langue française.

La plate-forme en ligne du Réseau comporte une interface publique, ainsi qu’une interface privée. Cette dernière, réservée notamment aux membres institutionnels du REFFOP, est actuellement en cours de développement.

English The REFFOP was officially launched on January 14, 2014 through a ceremony attended by Under-Secretary-General for Peacekeeping Operations of the United Nations Mr. Hervé Ladsous and Secretary General of La Francophonie H.E.  Abdou Diouf. The REFFOP is being initiated by the Department for Peace, Democracy and Human Rights (DDHDP) of the International Organization of the Francophonie (OIF). It aims at connecting together all French speaking actors involved in peacekeeping activities as well as to collaborate with non-francophone institutions operating in post-conflict contexts in French-speaking countries. More specifically, the Network aims at:

• Enhancing the visibility of French-speaking peace operations training institutes by providing information on their activities and training sessions to the public interested in peace operations issues;
• Mobilizing high level French-speaking civilian experts in the context of multidimensional operations;
• Centralizing  and circulating updated information on standards, norms and contents of peacekeeping training programs enacted within international organizations using French as a working or official language: the United Nations (UN), the African Union (AU), the Economic Community of Central African States (ECCAS) and the Economic Community of West African States (ECOWAS);
• Disseminating among French-speaking and non-French-speaking audience (especially militaries and policemen) the Learning Manual on Strategic Analysis (developed by the Belgian Ministry of Defense) and the Learning Manual on French Military Language (developed by both the OIF and the French Ministry of Foreign Affairs). Both documents are available online for free.

This project also includes the creation of a roster of high-level French-speaking experts, specialized in areas related to peacekeeping and more largely post-conflict situations. Those experts are to be mobilized under short time notice, at the request of any partnering institution. Please note that requests for experts can be done via the Internet platform, available at the following address: http://reffop.francophonie.org/. Although the website is now available only in French, we are currently developing some contents in English and Spanish.
