Purpose

This position will act as an in-country focal point for innovative finance to support the GICHD and the Mine Action Finance Initiative (MAFI) with planning and implementation of innovative finance efforts in Ukraine. This position will support on-going efforts by the GICHD and MAFI to liaise with national authorities and relevant stakeholders in Ukraine in the delivery of innovative finance work.

Main Responsibilities

  1. Work closely with the GICHD Ukraine Country Programme Team and the Mine Action Finance Initiative (MAFI) on the delivery of innovative finance-related activities in Ukraine.
  2. Support GICHD to maintain and strengthen partnerships with relevant Ukrainian government Ministries and institutions, development finance institutions and other stakeholders that are active in innovative finance in Ukraine.
  3. Support the implementation of a training needs assessment for key Ukrainian stakeholders regarding capacity enhancement in innovative finance.
  4. Support the development and delivery of training courses on innovative finance. All training courses are to be tailored to the Ukrainian context and delivered in the official language.
  5. Contribute to maintaining an updated mapping of innovative finance-related stakeholders and initiatives present in Ukraine.
  6. Support the organisation and implementation of diverse innovative finance-related events for Ukraine, including but not limited to workshops, panel discussions and online exchanges.
  7. Contribute to the development and roll-out of pilot innovative finance mechanisms for mine action in Ukraine, including a front-loading mechanism and/or an agricultural bond.

Additional responsibilities

  • Support day-to-day liaison and activity planning and implementation efforts on innovative finance for the GICHD in Ukraine;
  • Contribute to the monitoring of the security situation in Ukraine and consulting with the GICHD.

Competencies

  • Fluency and efficient communication skills in spoken and written Ukrainian plus an excellent working knowledge of spoken and written English.
  • Past experience linked to development finance, economics, banking and/or public policy in Ukraine.
  • Understanding of Ukrainian economy-related dynamics and impact of landmine contamination on the Ukrainian economy and reconstruction efforts.
  • Understanding of the Ukrainian Ministry of Economy’s structures and of development finance institutions in Ukraine.
  • Proven ability to pursue connections with relevant private sector stakeholders as part of a wider project.
  • Ability to coordinate the delivery of workshops.
  • Strong writer and public speaker.
  • Diplomatic with excellent interpersonal skills.
  • Capability to work both independently and collaboratively, including as part of remote teams.
